The congress is being held amid controversy over the execution of ex-Iraqi leader Saddam Hussein who was subjected to mockery in his final moments and the decapitation of an aide of the former Iraqi dictator during a hanging gone awry.
The three-day gathering opened with France and Germany pledging support for the international drive to abolish the death penalty that was practiced in 22 countries in 2005.
“The death penalty remains in force in too many countries, but happily, there are forces that are mobilising all over the world and are raising hope for a more humane justice,” French President Jacques Chirac said.
